This number is associated in Laos with the buffalo, a symbol of good fortune, and many people wanted to choose it.
Another source, speaking on condition of anonymity, said that private business interests are responsible for the national lottery and that some of these businesses have connections to Lao officials. He added that the government should take back control of the lottery and make sure that it is managed properly.
