New Zealand has a national lottery, called Lotto New Zealand. This is run by the government through an autonomous Crown entity, Lotteries New Zealand (Lotto). The profits from the lotteries are distributed by the Lottery Grants Board to a wide variety of charities and community organizations. These include Sport and Recreation New Zealand, Creative New Zealand and the New Zealand Film Commission. In Canada, prior to 1967 buying a lottery ticket was illegal. That year the federal Liberal government introduced a special law, called an Omnibus Bill, which was intended to bring up-to-date a number of obsolete laws. It included an amendment allowing provincial governments to establish lotteries.
Montreal mayor Jean Drapeau attempted to recover the money spent on the World’s Fair and the subway system by introducing a “voluntary tax” in which players could participate for a $2.00 donation. The winning prizes were silver bars, not cash, and players were required to correctly answer four questions about Montreal in order to win. While the federal Minister of Justice argued that this violated the Canada Criminal Code, Montreal’s mayor claimed that it did not. The federal court upheld the city’s right to operate a lottery.
Lotteries are often criticized for their inefficiency and lack of transparency. Some critics suggest that the prizes are not enough to attract people, while others argue that they are inefficient because the winners rarely pay out more than a small percentage of the total prize pool. Other concerns focus on the fact that many lottery games are rigged, with numbers disappearing from purchased tickets or showing up only as “5” on the day of the drawing, for example.

The country’s social security systems are not yet able to cope with the massive amount of less fortunate citizens and for many people it is more comfortable to sell lottery tickets than engage in the socially detested act of begging. On a good day Huong, a single mother who sells lottery tickets in Saigon, can make up to 230 000 VN-Dong per day – just enough to keep her and her baby alive.
