The state-owned lottery enterprise had been issuing lotteries four times a week, including a scratch card lottery, and making a total of 20 billion kip in revenue. But after public complaints that such a high number of lotteries encouraged habitual gambling, the ministry reduced the number of lotteries to two per week and halted the scratch card lottery.

Those responsible for the national lottery include private business interests with connections to the country’s ruling elite, according to an official who spoke to RFA on condition of anonymity. They also include members of the family of former prime minister Thongsing and former president Khamtay Siphandone, the official said.

The official added that he believed private business interests should not be responsible for the national lottery, because the drawings cannot be trusted. He said officials rig the lottery drawing process and manipulate winning numbers in order to avoid large pay-outs. For example, a number that was supposed to appear in the October 14 drawing — 09 — suddenly disappeared from purchased tickets after buyers tried to pick it.
