GTech Corporation, a Rhode Island-based company, provides the software for these lotteries and oversees 70% of the worldwide lottery business.

The government’s deputy finance minister, Silay Viengkeo, has defended the nation’s lottery system, saying it does not need to be reformed. However, he has said the state enterprise will be looking into accusations that it does not follow strict laws on transparency and fair play. The minister said he will take steps to address the problems as soon as possible. The state’s official lottery website has been down for several days. The website was restored only an hour before the Oct. 10 drawing.

Despite the controversy, the lottery is still one of the largest in the world. Its prizes have reached more than $350 billion in the past ten years. This makes it the third biggest in terms of total prize money, behind the National Lottery and EuroMillions. In comparison, the UK National Lottery has a prize pool of less than $70 billion.

Huong and her husband Manh make a living selling lottery tickets in Saigon’s busy markets. On good days they sell 250 tickets, which gives them a profit of about 11 US-$ each. Their 16-hour shift starts at 5 am, when they have a quick breakfast of rice and vegetable soup and then head out on the streets of Saigon. This is their only source of income and they are not sure if it will last another year.
