Currently, there are four nationwide lotteries in Canada: the provincial/territorial governments-owned Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon). In the past there were also private lotteries in Quebec City and Ottawa. There was debate in Montreal about whether these lotteries were legal, but they continued to operate without interruption and attracted players from across Canada, the US, Europe, and Asia.

Many poor Vietnamese people rely on selling lottery tickets as their only source of income, since the social security systems are not yet able to handle this number of less fortunate citizens. One such example is Huong, a single mother in Saigon, who sells lottery tickets to support herself and her baby daughter. On good days she can sell 250 tickets, making a profit of about 11 US-Dollars each day. On bad days, she sells only 180 tickets. But the money is enough for them to survive and not have to resort to begging, which would put their faces out in public.
