The scandal began when a peddler was caught selling lottery chances using fake numbers. This led to a number of people buying the chance to win a prize, but the numbers changed before the drawing. The peddler was arrested, and police are investigating the matter.

Despite the controversy surrounding the lottery, its popularity continues to grow among Vietnamese citizens.
