Illegal lotteries have been booming, with many offering several lucky draws in one day. The lottery enterprise has been losing tens of billions of kip due to the competition. It is a serious problem and should be dealt with immediately, Bounchom Ubonpaseuth, a senior official from the ministry, told the National Assembly at an extraordinary session earlier this month.

The official warned that these illegal operations lure people into habitual betting, and the government should step up its efforts to tackle the issue. He also urged authorities in charge to work with local companies to set up an electronic system to track those who are selling lottery tickets illegally online.

Laos is also dealing with the growing trend of online lotteries. Last year the government launched a pilot project to regulate the country’s illegal lottery business. However, the new law did not make any impact on the booming illegal business. This is partly because the law does not cover online operations and is vague on how to monitor illegal activities.

Another issue with the current lottery regulation is that it does not take into account online lotteries and e-commerce in general. This has been a major hurdle in developing an efficient and effective lottery system. In order to make it more effective, it is necessary to integrate all the different aspects of the industry into a single framework.

Dokkeo, who won the lottery for the third time in January, says she plans to share her wealth with her family.
