A Laotian immigrant in Oregon has won a lottery jackpot of $1.3 billion dollars. Forty-six-year-old Cheng Saephan will share the winnings with a friend. The winner is part of the large Iu Mien community in Portland. The winners are not allowed to be identified publicly, but they have been described as hard-working and humble people. They are known to donate money to charity.

In the United States, lotteries are legal and operated by state governments. The proceeds are used to fund education, public services and other government expenses. This number is associated with the buffalo, a symbol of luck in Laos. Ticket holders cross-referenced their entries with the official results to find out whether they had won. It is difficult to tackle this problem because it takes place online. The minister in charge of the lottery enterprise has promised to resolve the issue by investing in technology to track those involved. He also plans to limit the lottery draw to twice a week and abolish the scratch card lottery.
