Cheng Saephan, who goes by Charlie, said he will split the money with his wife Duanpen and with a friend who chipped in $100 to buy a batch of tickets with them. He was not able to remain anonymous because of his immigration status and because, under Oregon law, lottery winners must go through a security and vetting process before the lottery can publicly announce their names. The winner will get an immediate payout and then 29 annual installments of $422 million, before federal and state taxes. The top prize is the fourth largest in Powerball history, and the eighth largest in U.S. history, according to the Oregon Lottery. The lottery winner purchased the ticket at a Plaid Pantry convenience store in early April. The store’s owner, Andy Choy, congratulated the lucky winner on his Facebook page. He also vowed to continue to sell lottery tickets at the store and support his community.
