One such issue was raised in October, when a number resembling the cat – a popular symbol of luck in the country’s culture – suddenly disappeared from purchased tickets after drawing.
Several residents of the capital city of Vientiane told RFA’s Lao Service that lottery salesmen in shops and grocery stores know which numbers players select. They also say that the executives of the Thai-based Insee Trading Company, which operates the lottery in Laos, are close to Lao political leaders. They are not allowed to publicly disclose how much they pay the government in exchange for their stake in the lottery.
A number of complaints have been made to the Finance Ministry’s steering committee, which oversees the national lottery, about these issues. A steering committee member, Vilasack Phommaluck, dismissed them. He said he was not involved in the decisions to block or sell certain numbers, and that his committee double checked the lottery balls.
To participate in the Lottery, you must be a minimum of 16 years old. If you win, you must be a citizen of the Laos or an EU resident to claim your prize. In addition, you must present your ticket to a Retailer, which is usually a grocery or convenience store, before the lottery draw. The Retailer will run your ticket through a lottery machine to verify that it’s legitimate. If it is, they will give you the prize amount in cash. The ticket is void if it’s lost, stolen, unissued, mutilated or otherwise tampered with.
