Lotteries are a form of gambling in which the winners are awarded prizes. These awards can be either cash or goods. A source tells RFA’s Lao Service that the company responsible for the lottery “is owned by people with connections to national leaders, including former prime minister Thongsing and former president Khamtay Siphandone.” The public is not told how much these business interests pay the government each year to operate the lottery, or whether they ever inspect the lottery’s operations.

Laos is a mountainous, landlocked Southeast Asian country whose capital city is Vientiane. It is divided into 17 unita amministrative, 16 of which are provinces (in Lao: eikhwng, translitterato: Khweeng) and one prefettura (in Lao: nakhnhluang, traslitterato: Nakhoonluang). Each province has its own district (in Lao: xam kham) and is governed by a district head. The prefettura is headed by the mayor of Vientiane, who in turn is appointed by the council of elders of the provincial provinces.

The national lottery, known in Laos as Pathet Lao, was established in 1945 by Souphanouvong, who led the pro-independence movement against France. It is currently the largest in the world and is the only government-run lottery in Asia. The prize pool averages over EUR2.4 billion per draw, making it the most lucrative lottery in the world.

Buying lottery tickets in Canada is legal, but only if the purchase is done through a licensed re-seller. Until 1967, it was illegal to buy a ticket, but that changed when the federal Liberal government introduced a special law called an Omnibus Bill to bring up-to-date a number of obsolete laws. That bill included an amendment to the Canada Criminal Code that made it legal to buy a lottery ticket. This law is still in effect today. However, the Canadian provincial governments have jurisdiction over the sale of lotteries. They also control the regulations, which govern how they are run.
