Some Lao people have also expressed concern about the integrity of the national lottery drawing system. One person, speaking on condition of anonymity, told RFA’s Lao Service that the companies responsible for the lottery’s work include business interests with connections to the country’s ruling elite. The public is not told how much these businesses pay the government each year for the right to run the lottery, nor does anyone inspect the process.

Another problem that has been raised is that the weight of lottery balls can affect results. A Vientiane resident who follows the lottery told RFA that the heaviest balls may fall into the hole faster than other balls, so they have an unfair advantage.

A third issue involves the alleged manipulation of lottery numbers. A number of residents have complained that the winning numbers are being rigged by the lottery companies. In response, Vilasack Phommaluck, chairman of the National Lottery Steering Committee, dismissed these concerns. He explained that the committee only controls the lottery’s operations, and that if they were to block certain numbers or prevent others from purchasing some, it would be a matter for the company and its agencies. He added that he is considering reducing the number of drawings, which could make it easier to keep track of the results.
