Lottery officials in the communist country of Laos are rigging the system, manipulating results to avoid large pay-outs. Drawings in the national lottery, which take place three times each week, often show numbers that disappear from purchased tickets or are deemed unlucky and unlikely to be chosen. During the drawing for numbers 509 on Oct. 14 this year, the number appeared only as five on many tickets sold throughout the day of the drawing, sources told RFA’s Lao Service.
Lao deputy finance minister and state lottery supervisor Sila Viengkeo defended the state’s system of administering the national lottery, telling RFA that on Aug. 17 the office of Prime Minister Thongloun Sisoulith sent a directive asking the Ministry of Finance, which oversees the lottery, to work with the Ministry of Public Security to better manage the problem. The directive stipulates that the number of drawings must be reduced to one per week and that all winnings will be handled more transparently.
