They say a number that appears on the official draw list disappears from tickets purchased throughout the day before the drawing, and numbers deemed unlucky are often skipped over. A recent example saw the number 509 appear as a “random” number on tickets sold for that day’s national lottery drawing, but then change to the more unlucky 5, a source in the capital of Vientiane told RFA’s Lao Service.
Those who run the national lottery in Laos are private business interests with close connections to the ruling elite, the source said. They pay the government a concession fee, but the public is not informed how much. Business owners with stakes in the lottery include relatives of former Prime Minister Thongsing and President Khamtay Siphandone, he added.
In Canada, buying a lottery ticket was not legal until 1967 when the federal government introduced an Omnibus Bill that updated several obsolete laws, including one concerning lotteries. In that year, Montreal mayor Jean Drapeau tried to recover some of the money spent on the World’s Fair and a subway system by offering a voluntary lottery for residents. In exchange for a $2.00 donation, people would answer questions about the city of Montreal during a drawing.
