In Laos, questions were raised when the number 354 popped up in the national lottery drawing four times in four months. The number is associated with feline in the country’s culture and would be an easy choice for thousands of people who try their luck in the thrice-weekly lottery draw. The questionable numbers prompted the office of Prime Minister Thongloun Sisoulith to send a directive asking the Finance Ministry, which oversees the country’s legal state lottery, to work with the Ministry of Public Security to manage the problem. The directive orders drawing from the lottery to be reduced from two to one per week and to make sure winnings are handled in a more transparent manner. It also orders informal football lotteries and lottery chances purchased via mobile phone to be closed down.

Another issue is the manipulation of lottery results by officials. A source close to the lottery told RFA’s Lao Service that the company that runs the lottery knows what numbers players choose, allowing them to manipulate the results. He said that on Oct. 10 access to the website for checking the results was blocked for several hours before being restored only an hour before the drawing, making it impossible for anyone to check whether their number had won or not.

The number of available games is also an issue. Canada has four nationwide lotteries – Lotto 6/49, Lotto Max (which replaced the Lotto Super 7 in September 2009), Daily Grand and Millionaire Life – and the Interprovincial Lottery Corporation, which operates them, is owned by provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories and Nunavut). The profits from these are shared among a number of community organizations and charities.

In the United States, there are a wide variety of lottery games that are offered through private companies and the federal government. These include instant tickets, scratch-offs and keno. Some of these games require registration to participate in the lottery, and others allow players to select their own numbers. In some cases, the prize is paid out in cash and in other instances it is awarded as a merchandise voucher.
