Lotteries are a form of gambling in which people attempt to win prizes by matching numbers or symbols. They are operated by governments or private companies. In Laos, the legal state lottery is controlled by the Ministry of Finance, and the ministry has been accused of not handling winnings fairly. In addition, informal football lotteries and lottery chances purchased through short messaging services are widespread. On Aug. 17, the office of Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance asking it to reduce the number of drawings from two to one a week and handle winnings more transparently.

However, the ministry has yet to put these directives into effect. In addition, it has no power to investigate the operations of companies that sell tickets or provide other services for the state lottery, a source told RFA’s Lao Service. The companies involved are largely owned by members of the country’s ruling elite.

According to the source, lottery officials often rig the drawing results by not paying out large amounts. The lottery’s governing body is a group of government-appointed representatives from each province or territory. The winning numbers are then drawn from a pool of tickets bought by the public throughout the day of the drawing. The winning numbers have been known to vanish from purchased tickets, and the corresponding prize amount can be changed before the draw.

In the United States, the most popular lotteries are the multistate Powerball, Mega Millions and Hot Lotto. The former offers a jackpot of more than $1 billion, while the latter provides smaller prizes in a variety of categories. In both instances, players may use their ticket to claim a prize up to the official cap, which is set by law. Some states allow players to choose the numbers themselves while others do not. The state-licensed monopoly in New Zealand is called Lotto New Zealand and operates Loto, Keno, Bullseye and Instant Kiwi scratch card games.
