New Zealand operates a nationwide lottery through an independent Crown entity, Lotto New Zealand, that was formed in 1987 to replace the country’s original two state-run lotteries, Art Union and Golden Kiwi. Its profits are distributed through the Lottery Grants Board to community and sporting groups.

Several major operators offer lotto games. The largest is the state-owned Loterias y Apuestas del Estado in Spain, which has a prize pool of about €2.4 billion (US$3.3 billion). Other major international lotteries include the Powerball in the United States and EuroMillions in Europe. There are also private companies that operate lotteries worldwide, including the United Kingdom-based Camelot Group and the privately owned Health Lottery in Australia.

In the US, some lotteries have expanded beyond traditional paper tickets by offering instant games, like scratch-off tickets. These are similar to slot machines and offer multiple ways to win, such as matching a series of numbers or symbols. The success of these games has raised concerns about their legality, particularly in the United States where gambling laws have not kept pace with technological developments. Moreover, instant lottery games have been found to be less tax-efficient than traditional lotteries. This has led some lawmakers to propose changing federal regulations on instant lottery games. However, the bill has been stalled in the House of Representatives. As a result, the industry is uncertain about its future.
