In Vietnam, where many citizens live below the poverty line, selling lottery tickets is often a person’s only source of income. In this context, the social security system is not able to provide for all of those who need it. Therefore, many of these poor citizens choose to sell lottery tickets rather than engage in the socially detested act of begging on the streets.
