Lotteries are a form of gambling where players have a chance to win a prize, often money. They are popular in many countries, and are regulated by law. They can be played in person or online. Some lotteries are national, while others are regional or local. Some are run by government agencies, while others are privately operated. Some lottery games are played with tickets, while others are played with computer programs, such as the Keno game.

The first lotteries were organized by King Francis I in France around 1505 and soon spread throughout Europe, becoming very popular in the 17th century. They were used to raise funds for the arts, education, and other public projects. They were also a method to collect taxes. They were reintroduced in Canada in 1967, when the federal Liberal government introduced an Omnibus Bill designed to bring up-to-date a number of obsolete laws, including one that made buying a ticket illegal.

Today, there are four nationwide lotteries in Canada: Lotto 6/49, Lotto Max (which replaced the Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. These are administered by the Interprovincial Lottery Corporation, a consortium of provincial and territorial lotteries: Atlantic Canada Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut), and British Columbia Lottery Corporation (British Columbia).

In Laos, the state lottery is rigged to avoid large pay-outs, sources in the communist country tell RFA’s Lao Service. Drawings are often manipulated, with numbers appearing on purchased tickets that have already been drawn. For example, the winning number 509 in the Oct. 14 drawing disappeared from tickets sold throughout the day of the drawing, then reappeared as 5 after the number was announced on a national radio program.

Lottery officials in the Southeast Asian nation have been tampering with results in order to prevent large payouts, and some even sell their chances through short messaging services, Lao sources say. The prime minister’s office recently sent a directive urging the Ministry of Finance to work with the ministry of public security to address the issue, with the goal of reducing state lottery drawings from three to one per week and handling winnings in a more transparent manner.

For Huong, a young mother in Saigon, selling lottery tickets is her only way to make a living. She and her husband Manh work a heavy 16-hour shift each day, striving around the streets of Saigon with their merchandise, making about 180 tickets on good days and fewer on bad ones. They begin their day at 5 am, eating a small breakfast of rice and vegetable soup before heading out to the streets. The average profit is about 11 US-dollars a day for both of them. Huong’s earnings help her pay for the two children she has at home.
