Lottery is a form of gambling wherein numbers are drawn to win prizes. Prizes may include cash, goods, services, or even real estate. In Canada, there are four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. These lotteries are run by the provincial/territorial government-owned Interprovincial Lottery Corporation, which is a consortium of five regional lottery commissions owned by their respective governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut) and BCLC (British Columbia).

The government-owned lotteries have a reputation for being honest, but critics say they are often rigged. For example, on Oct. 14 this year, the winning number for the state lottery—509—appeared on only a few tickets sold in the capital Vientiane before disappearing during the drawing, a source told RFA’s Lao service. The number had been favored by many buyers because of its association with the buffalo, the national animal.

Huong, a single mother of two, and her partner Manh make a living selling lottery tickets in Hanoi. They start their day at 5 am with a small breakfast of rice and vegetable soup before hitting the streets for their 16-hour shift. On good days they sell 250 tickets, making a profit of about 11 US-$ a day. But on bad days they only manage 180. They depend on the lottery to support their family. In addition, the proceeds from the sales are a key source of income for their children’s schooling. Huong and Manh are among the nearly 1 million Lao who live below the poverty line.
