Lotteries are a form of gambling in which participants can win cash or goods. They are often operated by government-licensed organizations or private companies. Private business interests also play a major role in the Laos state lottery. The company that runs the lottery in the communist country charges an annual fee to operate the service, which is paid by state-owned companies, according to a senior government official. In turn, these businesses receive a percentage of the total amount of money that is raised by the lottery.

But the company’s operations have come under scrutiny, and some people allege that it is rigging the system to avoid paying out large sums. One of the alleged tricks is to manipulate the winning numbers to reduce payouts. For example, on Oct. 14 this year, the winning number 509 mysteriously disappeared from purchased tickets during the day before the drawing, a source told RFA’s Lao Service.

The spokesman for the lottery’s governing board said that it was investigating the claims. He added that the agency was committed to ensuring transparency in its work. The chairman of the governing body, however, brushed off the criticisms. “I think it is important for the lottery to work closely with other sectors in the economy and to focus on its core functions,” he said. “I think this is why the lottery is able to provide its good results.” The government’s deputy finance minister and state lottery supervisor, Sila Viengkeo, also dismissed the allegations as unfounded. He vowed to take measures to improve transparency and accountability in the lottery system.
