Lotteries are gambling games in which people have the chance to win a prize based on the outcome of a drawing or other random selection. Prizes vary, but they often include cash or other items. During the 1700s and 1800s, lotteries were popular in France. They were banned for two centuries, but came back after that as a municipal lottery in Paris (called Lotterie de l’Hôtel de Ville) and as private ones for religious orders. Private lotteries grew increasingly popular after World War II. The Internet has made it easy to operate online lottery sites that offer a variety of different types of games. These sites charge a premium on the base lottery price, and their popularity has grown rapidly.

In Canada, the first national lottery was introduced in 1967 with a law known as the Omnibus Bill, which attempted to update a number of obsolete laws. The Omnibus Bill was sponsored by Montreal mayor Jean Drapeau, who created a “voluntary tax” to recover some of the money spent on the World’s Fair and subway system. This tax was not a lottery, Drapeau claimed, because it was offered in the form of silver bars instead of money and the winners were chosen by answering four questions about Montreal. But the federal minister of justice disagreed and challenged Drapeau’s claim that his “tax” did not contravene a provincial law prohibiting lotteries.
On some days, a poor Vietnamese lottery seller can make up to 230 000 VND ($10 US-Dollars) selling tickets. On these lucky days, this is enough to cover her living expenses. She prefers selling lottery tickets to the socially detested act of begging.
The government of Laos has been trying to crack down on the illegal lottery business. Last month, Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance, which oversees the country’s legal state lottery, to work with the Ministry of Security to better manage the problem, sources told RFA’s Lao Service. Among other things, the directive called for reduction of the lottery’s drawings to one a week and better oversight of the process. In addition, it asked the Ministry of Finance to close down informal football lotteries and lottery chances sold via short messaging services.
