For example, on Oct. 14, the winning number 509 appeared only as 5 on tickets sold throughout the day of the drawing, but was later changed to 662, a source said.

A Lao official who spoke to RFA on condition of anonymity criticized the private business interests that control the lottery. He said they should be replaced by the state, because private businesses have a conflict of interest with the country’s ruling elite.

For poor Vietnamese people, selling lottery tickets is often the only way they can earn money. Many choose to sell tickets over the socially detested act of begging. One such seller is Huong, a single mother who makes about $US 100 per day selling lottery tickets in Saigon. She and her husband start their workday at 5 am, eat a small breakfast of rice and vegetable soup, and hit the streets to sell tickets. On a good day, they can sell up to 250 tickets. On bad days, they might only make 180 tickets. Regardless, the daily profit is enough to keep them going as they wait for their baby’s arrival.
