Some countries have a national lottery, while others use local lotteries to raise money for specific purposes. The national lottery in the Republic of New Zealand, for example, distributes proceeds to community and sport organizations through an autonomous Crown entity called Lotto. The Lottery Grants Board, an independent statutory body, determines the allocation of the lotteries’ profits.

In Laos, the communist state’s only private enterprise, lottery officials are accused of rigging the system by manipulating winning numbers. For example, a number that appeared on several tickets sold throughout the day of a lottery drawing—509—was mysteriously changed to a different number just before the drawing was held. The change was meant to discourage ticket buyers from choosing that number, which is regarded as unlucky in the country. The lottery’s top official denied the allegation.
