The first public lotteries in Canada were introduced by Mayor Jean Drapeau in 1967 as a means of raising money for Montreal’s World’s Fair and subway system. While there was debate about the legality of this ’voluntary tax,’ monthly draws were held with prizes ranging from silver bars to $100,000.

Laos, a communist country in Southeast Asia, has a national lottery, but it is suspected to be rigged by officials. Drawings of the Lotto Hanoi – one of the nation’s three lotteries – frequently show numbers that have already been chosen or are considered unlucky, sources tell RFA’s Lao Service. In addition, the national lottery has been criticized for allowing private business interests to manipulate the results. This has raised concerns about the transparency of the national lottery and led some citizens to seek alternative ways to gamble, such as through Internet-based lotteries.
