For example, the winning number 509 in a recent drawing appeared only on tickets bought throughout the day after the drawing and was not found on any of the tickets submitted to the lottery office, a source with knowledge of the matter told RFA’s Lao Service.

In Vietnam, lottery ticket sellers such as Huong and Manh work a 16-hour shift to earn a daily profit of about 11 US-$ per sold ticket. They wake up at 5 am to prepare a small breakfast of rice and vegetable soup before hitting the streets of Saigon. On good days they can sell up to 250 tickets, while on bad ones they only manage 180.
