The Internet has made it possible for people to play lottery-style games on line, often without buying a ticket. These games are often referred to as “lottery” or “instant” lottery games. Many of them are free, but others charge premiums on base lottery prices. In addition, there are websites that offer tickets to the real-world lotteries. This is a form of online gambling, which is illegal in most jurisdictions.
Generally, lottery winners are determined through a random drawing of all eligible entries. Depending on the lottery game, the prize can range from small amounts of money to expensive vehicles or even homes. In some cases, the top prizes are millions of dollars. There are also many different types of lottery games available, including instant scratch-off tickets and keno. Some countries have multiple state-run lottery companies. In other cases, the lotteries are run by a single company, such as GTech Corporation, which was the first to market an Internet-based lottery.
Lottery games are regulated by laws in every country, and are usually overseen by the gaming commission or another government agency. In Canada, for example, the Interprovincial Lottery Corporation (ILC) is a consortium of five regional lottery commissions owned by their provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut), and British Columbia Lottery Corporation (British Columbia). In the United States, state lotteries are governed by the Interstate Lottery Association and operated by private corporations.
The largest lottery in the world is the Spanish Loteria y Apuestas del Estado, which has a top prize of EUR2.4 billion and draws players from across Europe. In 2004, its operator Camelot Group launched EuroMillions, a pan-European lottery. There are also privately run lotteries, such as the Health Lottery in Great Britain.
In Vietnam, selling lottery tickets is a way for poor people to make a living. On good days, a lottery seller can earn up to 230 000 VN-Dong (about 10 US-Dollars). For single mother Huong, this is enough to provide for her and her baby daughter.
But the state official told RFA that the allegations of corruption are unfounded. He said that the business interests responsible for running the national lottery are not transparent and their work cannot be trusted. “Hopefully, the government will resume its control of the national lottery because it should be 100 percent managed by the government,” he added.
