Huong, a single mother from Saigon, sells tickets every evening for six hours before the results of the drawing are announced. She has to work hard because the social security system is not enough for her to take care of herself and her unborn baby.
A variety of lotteries are available in the United States, including state and national games, and multistate games. The state games are regulated by individual state legislatures and, in some cases, local governments. In other states, the state legislature has authorized private organizations to conduct a lottery. Private companies that organize lotteries are often licensed by state gaming commissions.
The first recorded lottery games were keno slips, used during the Han Dynasty from about 205 to 187 BC. The earliest lottery-like games were organized in order to finance construction projects, such as the Great Wall of China. The first organized lotteries in the United States were held in 1769, when Benjamin Franklin raised money to buy cannons for the city of Philadelphia by announcing a prize of land and slaves in his newspaper, the Virginia Gazette. George Washington also participated in a lottery in 1768 to acquire land and slaves for his plantation, Mount Vernon. Today, the state of Vermont runs a lottery in partnership with the federal government. The Canadian national lottery is governed by the Interprovincial Lottery Corporation, which is a consortium of five regional lotteries that are owned by the provinces and territories: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut), and British Columbia Lottery Corporation (British Columbia). The interprovincial company is responsible for the National Lottery 6/49 and its successor, Lotto Max, as well as the scratchcard lottery Millionaire’s Choice.
