In addition to these lotteries, a variety of private lotteries are also operated across the country.

While the governing bodies of these lotteries try to enforce their rules, some private companies have been accused of rigging the results of the state-run lotteries in order to avoid large payouts. In one instance, the winning number for the Oct. 14 drawing—the number 509—appeared only on a few purchased tickets, according to sources in the communist nation.

Despite the controversy, private lotteries are thriving, especially those that allow participants to play from the comfort of their homes via the Internet. In fact, a large portion of the worldwide online lottery market is controlled by a single company, GTech Corporation, which operates Instant Play games. This type of online lotto is becoming increasingly popular and has resulted in an explosion of websites offering these games for sale.

While the government tries to crack down on these illegal operations, it has been difficult to do so since much of this activity occurs in cyberspace. Despite this difficulty, the government has taken steps to improve the transparency of the state-run lottery. On Aug. 17, prime minister Thongloun Sisoulith issued a directive asking the Ministry of Finance, which oversees the state lottery, to work with the police to more closely monitor and regulate the activity. The directive also aims to reduce drawings from two to one per week and close down informal football lotteries and lotto chances purchased through short messaging services.
