Despite the controversy, a few lucky winners have come forward to share their stories. In one case, Dokkeo, a mother of five from Saigon, won an incredibly high prize: over 20 million kip ($7,500). She says that her first priority will be to spend the money on her family. She will then save some for travel—”South Korea, Vietnam, you name it,” she reveals—and invest the rest.
The state’s lottery enterprise has been losing money as a result of illegal lottery operations, the finance minister told the National Assembly this month. He said lottery tickets based on foreign countries—including those from Vietnam, Thailand, Cambodia, and China—have been sold in Laos as many as four times a day, resulting in a significant loss of revenue for the government-owned lottery enterprise. The ministry has promised to regulate these operations, which often involve family members of Lao business interests and government officials.
