A few years ago, the Quebec City mayor Jean Drapeau tried to recover some of the costs of the World’s Fair and a new subway system by offering a “voluntary tax.” For a $2.00 “donation,” Montreal residents could participate in a draw for silver bars. Although the “tax” was ruled illegal, players from across Canada and from Europe and Asia continued to participate.

State deputy finance minister Sila Viengkeo told RFA that the lottery enterprise has stepped up efforts to address complaints that it is rigged and lures people into habitual betting. He said the enterprise will reduce its operations from three times a week to two and stop issuing lottery tickets that require buyers to scratch off the number to see if they’re winners. It is not known how much business interests involved in the lottery pay the national government to operate the lottery concession.
