Lotteries are popular with many players and raise millions of dollars for charities. Some are government-regulated while others are privately run. In some cases, the lottery operator makes a profit by charging fees and/or taxes on ticket sales. Other players, however, use the Internet to participate in the lottery without paying any fees or taxes. The company offers a variety of games, including instant lotteries, keno and i-Gaming, which resemble slots. The i-Gaming sector is expanding rapidly and the lottery industry must adapt to this trend.
Despite their popularity, lottery games are not always considered legal. For example, in Canada prior to 1967 buying a lottery ticket was illegal. But in that year the federal Liberal government introduced an Omnibus Bill that would update a number of obsolete laws, including the one prohibiting lottery play. The bill was sponsored by then Minister of Justice Pierre Trudeau.
In Laos, government officials are rigging the lottery system, sources in the communist country say. Drawings in the national lottery, held three times a week, often display numbers that are not on purchased tickets or are deemed unlucky. For example, the winning number for the Oct. 14 drawing was listed as 509 but appeared only as a five on tickets sold throughout the day of the drawing, a source told RFA’s Lao service.
For some poor people selling lottery tickets is the only way to make money. On good days Huong, a single mother from Saigon, can make up to 230 000 VN-Dong (10 US-Dollars) by working a 16-hour shift, selling lottery tickets with her husband Manh. Their daily income is not enough to live on, but they prefer this work over the socially detested act of begging on the streets. Huong and Manh feed their baby with what they earn from their lottery selling. The pair hope to eventually move out of the crowded slum where they live. Then they’ll have more time to spend with their daughter. In addition to selling lottery tickets, they do laundry and house cleaning. The couple is trying to save money for their daughter’s education. Until then, the two have to stick with their heavy schedules. They start their day at 5.30 am and work until 10 pm.
