Speculation has been growing that the officials at Thailand’s Insee Trading Company, which runs the Lao lotteries, know what numbers players choose and are manipulating the drawing process. For example, on Oct. 10, Lao radio announced that the winning number was 354, but it changed only an hour before the drawing to 662.
Another allegation is that the weight of the lottery balls is controlled by the company to give it an advantage. This is based on the theory that the heavier balls will fall faster than lighter ones, making it easier for the computer to pick the winners. In addition, the company may deliberately slow the drawing down to make the results more believable.
Lao officials have taken steps to address some of the issues. On Aug. 17, the office of Prime Minister Thongloun Sisoulith issued a directive that calls for changes to help restore confidence in the lottery. For example, the directive says that drawing times must be reduced and winners must be notified in a more transparent way. It also says that informal football lotteries and lottery chances purchased via short messaging services must be closed down. Vilasack Phommaluck, an official in the Finance Ministry who serves on the committee overseeing the state lottery, told RFA that the changes are in response to earlier questions about the integrity of the game.
