In addition, some jurisdictions have keno or video lottery terminals.
Laos, a communist country in Southeast Asia, has long been plagued by corruption in the state lottery. Lottery officials are suspected of manipulating winning numbers and rigging the draws. Many of the numbers appear only on purchased tickets for a brief period before they are changed. For instance, the winning number in the Oct. 14 drawing was 134, but it vanished from the tickets sold throughout the day of the drawing.
Sources in the Laotian capital, Vientiane, told RFA’s Lao Service that the companies responsible for the lottery are privately owned and operated by business interests with connections to the ruling elite. They pay the state an annual fee for a concession to operate the lottery, and they are not transparent in their operations. In response to the allegations, on Aug. 17, the office of Prime Minister Thongloun Sisoulith sent a directive ordering the Ministry of Finance to take steps to better manage the lottery. This includes reducing the number of drawings to one a week and making sure that winnings are handled more transparently. The directive also closes down informal football lotteries and lottery chances purchased by short messaging services.
