In the past, there were several instances of officials attempting to manipulate the results. In one instance, the winning number was announced as 354, but was changed to 694 shortly before the drawing. This was a clear attempt to defraud participants and to discredit the national lottery, according to a source who spoke to RFA’s Lao Service.
However, the official who oversees the state lottery says these allegations are unfounded. Sila Viengkeo, deputy finance minister and state lottery supervisor, told RFA’s Lao Service that while the office of Prime Minister Thongloun Sisoulith recently sent a directive asking the ministry to better manage the issue, he does not consider it his responsibility to block certain numbers or prevent lottery winners from claiming their prizes.
