Nonetheless, some politicians have called for stricter enforcement of the anti-gambling laws.

For Huong, a single mother living in the southern Vietnamese city of Saigon, selling lottery tickets is her only way to make ends meet. Her 16-hour shift begins at 5 a.m. with a breakfast of rice and vegetable soup before she heads out on the streets to sell her tickets. On good days, she can make up to 230 000 VN-Dong ($10 US-Dollars), enough to keep her and her husband going. But on bad days, she sells only 180 tickets.
