Lotteries are organized games of chance in which participants have the opportunity to win a prize. The prizes may be money, goods, services, or a combination of these. In the US, the first commercial lotteries were operated by private corporations in the 1840s. These companies competed for customers by offering discounts and other incentives to purchasers. In the early 20th century, the federal government prohibited private lotteries, but they continued to flourish in the underground market. Some were run as public lotteries for city governments and others, like the famous Seattle Millions, were operated by independent businesses for profit.

In the communist country of Laos, state officials are alleged to be rigging the national lottery system by manipulating winning numbers to avoid large pay-outs. For example, the winning number in a drawing on Oct. 14 this year appeared only as 5 on purchased tickets throughout the day of the drawing. In addition, a number that was a popular choice for buyers vanished from the winning list shortly before the drawing. This and other allegations were made to RFA’s Lao Service by sources who spoke on condition of anonymity.
