Despite the growing popularity of these games, some government officials accuse lottery administrators of rigging the system. According to sources in the communist nation, winning numbers are sometimes removed from purchased tickets or deemed unlucky by lottery officials. In one incident, a winning number of 509 appeared only as 5 on tickets sold throughout the day of a lottery drawing on Oct. 14. The number was then changed to 662 only an hour before the drawing took place, a source told RFA’s Lao Service.
