Lotteries are games of chance, in which people have the opportunity to win a prize based on random selection. They are common in many countries around the world. In the United States, lotteries are regulated by state and provincial governments. In addition to traditional paper tickets, some jurisdictions have also introduced instant lottery games such as scratch-off tickets and video lottery terminals. In New Zealand, the government oversees the nation’s lotteries through an autonomous Crown entity, Lotto. The entity distributes a percentage of its profits to charities and community groups, including Sport and Recreation New Zealand, Creative New Zealand and the Golden Kiwi Foundation.

In Europe, a variety of state-sponsored lotteries exist. Some are operated by monopolies, while others are run by state-licensed operators or private entities. Some European lotteries are run online.

Canada’s federal Liberal government made it legal to buy a lottery ticket in 1967, when it introduced an Omnibus Bill intended to update a number of obsolete laws. The new law did not specifically mention lotteries, but Montreal Mayor Jean Drapeau quickly inserted an amendment that allowed him to sell what he called a “voluntary tax.” Players paid $2.00 for the privilege of participating in the lottery, which included answering four questions about the city of Montreal.
