Lotteries are a type of gambling where players try to win a prize by guessing the winning number or series of numbers in a drawing. The prizes vary from cash to goods, to vacations or cars. Some lotteries are run by government agencies while others are private enterprises. Some lotteries allow players to choose their own numbers while others use random selection. Some of these games are played on the Internet and some are played at brick-and-mortar locations. Some are also available for mobile devices.

New Zealand has a national lottery controlled by the Government through an autonomous Crown entity, Lotto New Zealand (formally the New Zealand Lotteries Commission). The profits of the National Lottery are distributed to a variety of charities and community organizations by the New Zealand Lottery Grants Board, including Sport and Recreation New Zealand, Creative New Zealand and the New Zealand Film Commission. Lottery winnings are not taxed in New Zealand.

Canada has had a legal lottery since 1967. In that year the federal Liberal government introduced a special bill intended to update obsolete laws, and one of those updates was an amendment permitting provincial governments to operate lotteries. Canada now has a provincially-controlled lottery, called the Interprovincial Lottery Corporation. It offers a variety of lotteries including the Canadian national lottery, Instant Kiwi scratch card games, and keno.

Lottery officials in the communist country of Laos are rigging the system, manipulating winning numbers to avoid large pay-outs, sources in the Southeast Asian nation tell RFA’s Lao Service. Drawings for the national lottery, held three times a week, often show a number that vanishes from purchased tickets or is deemed unlucky and unlikely to be chosen, the sources say. For example, the winning number in a drawing on Oct. 14 this year was 509, but it appeared only as a five on purchased tickets throughout the day of the drawing.

For many poor people in Vietnam, selling lottery tickets is their only source of income. This is especially true in urban areas, where the social security systems aren’t strong enough to provide a living wage for everyone. Some people choose to sell lottery tickets rather than engage in the socially detested act of begging. One such single mother, Huong, sells lottery tickets to support herself and her pregnant daughter. On good days she can make up to 230 000 VN-Dong per day, or about 10 US-Dollars. On bad days, her profit dwindles to 180 000 VN-Dong. Huong and her daughter spend 16 hours a day on the streets of Saigon.
