The businesses responsible for the lottery’s operations include people from the country’s ruling elite, a source says.

The winner of the lottery in Oregon has a year to come forward and claim his or her prize. Under Oregon law, with few exceptions, lottery winners cannot remain anonymous. However, the winner is subject to a rigorous security and vetting process before they are named publicly. In the past, lottery wins were often secret, and only a few knew of the winner. This anonymity was the result of a special exemption in a 1923 law. The law was part of an Omnibus Bill to bring a wide variety of old laws up to date.
