The lucky lottery winner whose numbers hit in the Powerball jackpot in early April was an immigrant from Laos who had been battling cancer for eight years and just finished his latest chemotherapy treatment last week. He and his wife, Duanpen, plan to split the $422 million in a lump sum payment. They will also give a large chunk of the money to a friend who chipped in $100 for their lottery tickets, Laiza Chao, 55, of Portland.
