There are suspicions in Laos that the national lottery is rigged, with officials manipulating winning numbers to avoid large pay-outs. Drawings for the thrice weekly lottery often show numbers that vanish from purchased tickets, or are deemed unlucky and unlikely to be chosen by players. The feline-themed numbers 09, 509 and 67, for example, all showed up in the results this year, but have since disappeared from tickets sold during the winning drawing. Those who follow the lottery told RFA’s Lao Service that the company behind the lottery, Thailand’s Insee Trading Company, knows which numbers people choose and can manipulate the system.
A Finance Ministry official serving on the committee that oversees the lottery said changes have been made to address concerns. But he added that other changes may be needed to restore confidence in the game, such as cutting the number of drawings from three to one per week. He also denied that the committee had manipulated lottery balls, saying it double checks them to make sure they are the same weight. The number of winning combinations in each lottery draw is also limited to prevent excessive winnings and the lottery has a maximum prize limit of US$10,000. The winner must collect the prize within a year or forfeit it. In addition, the winning amount is taxed at the rate of 20 percent.
