Drawings for the thrice-weekly lottery often show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen by thousands of people who play the game in search of luck. Suspicions were raised when the number cat, which represents the animal in Lao culture, appeared in the winning numbers in four consecutive drawings in late August and September this year.

Officials at the Ministry of Finance, which oversees the legal state lottery, have taken steps to address concerns over rigging and manipulation. It has ordered a review of the lottery’s operation and is considering reducing the number of drawings from two to one per week. It is also looking into ways to make it easier for players to follow results and verify that they are not being tampered with.

Besides the legal state lottery, there are informal football lotteries and lottery chances bought by SMS messages that are not regulated. These are widely used by poor and desperate people who believe they can win big amounts of money. The government is trying to put an end to these unauthorized lotteries by setting up a committee to investigate and prosecute those who are responsible for them. The committee is expected to issue a directive soon that will close down these lotteries and ensure they are properly monitored. It will also look into whether the weight of the lottery balls is being tampered with. In addition, it will make sure the number of winners are properly verified. Those who do not meet the criteria will have their prize claims rejected. Under Oregon law, lottery winners cannot remain anonymous and must present their ticket at the Retailer location where they purchased it to claim the prize.
