In addition, informal football lotteries and lottery chances bought through mobile phone short messaging services must be shut down. The government also wants to work with the private sector to promote responsible lottery-play. It also wants to set up a foundation to encourage charitable projects funded by the national lottery, such as helping young children get a good education. Lottery revenues are a significant source of funds for many charities in Laos. The money comes from selling the national lottery’s popular instant scratch card games. It also helps fund sports and cultural activities in the country. In addition, a small percentage of lottery proceeds is used to finance social housing in the country. This makes the national lottery a unique form of gambling in that it benefits society as well as individuals.
