Lotteries are games of chance in which players attempt to win a prize by matching numbers or symbols. They are an important source of revenue for many states and governments, especially when the prizes are substantial. In a press conference last week, Cheng Saephan, an immigrant from Laos, announced that he and his wife would split the winning Powerball ticket – a lump sum of $422 million – equally. They will use the money to help pay for their daughter’s education, and they plan to give some away to charity. The Powerball jackpot was the largest in US history and is the third-largest in the world’s history.

Private gaming companies are taking advantage of the legal uncertainty over lottery games by setting up sites that sell tickets and provide winnings information without being subject to the same regulations as the state lottery. One such company, GTech Corporation, claims to administer 70% of worldwide lottery business. These websites are usually free to join, but charge premiums on base lottery prices. Some of them also operate lotteries in other countries, such as Oregon.

The legal status of lottery games in Canada is governed by the federal government through an Omnibus Bill that was introduced in 1967 to bring up-to-date a number of obsolete laws. The Minister of Justice at the time, Pierre Trudeau, sponsored the bill and inserted an amendment concerning lotteries. Before the Omnibus Bill was passed, buying a lottery ticket was illegal in Canada. However, Montreal Mayor Jean Drapeau, in an attempt to recover the cost of his city’s participation in the World’s Fair and subway system, proposed a “voluntary tax.” For a $2.00 “donation” players could compete for silver bars worth 100,000 dollars. The government argued that this was not a lottery, but the draw went ahead.

The question of the integrity of Lao lottery has been raised as the game has become more popular. Some people believe that the lottery’s organizers, who are linked to Thailand’s Insee Trading Company, have the knowledge of what numbers are picked by their clients and therefore can manipulate the results of the drawing. This is a problem because it undermines trust in the system. Another issue is the weight of the balls used in the lottery drawing. Some people have complained that the heaviest balls bounce lower and fall into the hole faster than others. The director of the lottery committee, Vilasack Phommaluck, denies these allegations and says that the balls are checked twice before each drawing.
