In addition, informal football lotteries and lottery chances sold through short messaging services are common in the nation. The prime minister’s office sent a directive on Aug. 17 requesting the ministry that oversees the national lottery to work with the ministry of public security to improve transparency in the process. But the minister in charge of the state lottery said the directive would not be enforced immediately. It is expected to take months before the new measures take effect. During that time, the ministry will work with other departments to ensure compliance. Then, the ministry will begin implementing the plan. Until then, gambling is illegal in Laos. But some players from the country are able to visit offshore online casinos and play the games without getting caught.
