By the end of 2008, there were more than 2,000 licensed and regulated lottery operators. These companies were responsible for the sale of more than a billion tickets, or about 5% of all U.S. sales. In addition to the tickets sold, these companies were responsible for a variety of other activities related to the lottery business.

In Laos, the national lottery is rigged and winners are cheated, RFA’s Ounkeo Souksavanh reports. Drawings have shown numbers that vanish from purchased tickets or appear as other numbers. These manipulations prevent the national lottery from making large pay-outs, sources tell RFA. The companies that manage the national lottery are owned by business interests with links to the ruling elite, one source says.

Despite the fact that lottery is considered illegal in Laos, there are numerous offshore casinos that accept players from this Asian country. These sites often charge premiums on the base price of a lottery ticket. While it is difficult to determine how many of these sites are legitimate, there is an increasing number that offer players the opportunity to win huge prizes without being detected by authorities.
