In some cases, a winner may decide to split the winnings with friends or family members. For example, a couple in Oregon has agreed to split a $148 million Powerball jackpot. The couple’s friend, Laiza Chao, a 55-year-old from Milwaukie, contributed $100 to buy a batch of tickets with the winning combination. Chao will receive half of the money, while her husband, Saephan, will take the rest. The winner has yet to announce her name publicly.

The winning ticket was purchased at a Plaid Pantry convenience store in Portland early this year. It was one of the few remaining tickets to match all five numbers in the drawing that took place Jan. 13. The winnings will be distributed after the winner comes forward and meets all legal requirements, such as a security and vetting process.

Lao officials are rigging the national lottery in order to avoid large pay-outs, sources told RFA’s Lao Service. The numbers that appear in the drawings are frequently changed and can’t be trusted, the sources said. For example, the number 09, which appears on many tickets, was changed to 134 before the Oct. 14 drawing. The change was made to prevent people from buying tickets with the number 09, a source said.

Lotteries were illegal in Canada until 1967, when the federal Liberal government introduced an Omnibus Bill to bring a number of obsolete laws up to date. The bill included an amendment concerning lotteries. At the time, private lotteries were legal in Canada, but they did not offer prizes such as cars or houses. However, in 1969 the Canadian Government amended the law, allowing a provincial government to legally operate lottery systems. These changed the face of the Canadian lottery industry. From this point on, lotteries have become a major source of revenue for many provinces.
