This is not the first time this has happened, a source told RFA’s Lao Service.

The international lottery in Liechtenstein (ILLF) is a government-authorized and state-controlled charitable foundation that runs Internet lotteries and supports charitable projects and organizations domestically and internationally. The ILLF pioneered Internet gaming and was the first organization to process an Internet lottery transaction in 1995, according to its website.
